This is possibly an error of file permission. Assign 777 modes to folder block and all the subfolder inside it.

didn't work.

what i'm mainly concerned with is why it is unable to jump to row 4+ when it can easily jump to rows 0-3.

are you sure what in folder /home/user/public_html/blocks/ you have 5 and more files?

it seems the 5th entry is blank
and hence it shows the path to the folder,
and since you include a path to the folder the resulting include err.
