use data base for content of the pages
for nav bar & header use simple html
for search use mysql and php

it is very simle answer, but you ask very simple. you qustion more dificult that you think. =)

You may use template so, for example php-tools.de very nice :wink:
And once more: actually in this world some peaple use images like .GIF or .JPG :idea:
