The Scroll Wheel

I have a question and don't know if it can be answered. That question is, when you press your scroll wheel down while on a web page you will have free flowing scroll in all directions if the page is that big. Now what i want to do is make that scroll come up automatically so people can scroll my page freely without having to press the scroll wheel down.
Can this be done with any language?
