php is a server side language you would need a language that can handle both server/client like java.

Truth be told, there's really no such thing as a "simple video chat". Putting something together like that isn't a "weekend project", it's a project that you're wasting your time with unless you've got a business plan and some capital. I recommend, instead, that you use already-existing software like Netmeeting.
