Css is an relatively easy language to master, the difficult part comes into play when you want to do complex overlapping lay-outs etc.
Just use online resources, like W3schools, youtube etc.
No need to buy a book!
If you really want to buy a book though, take a HTML & Css begginers guide book.
And as always practice A LOT!
