A good place to start might be the documentation. There's a charming section called "Installation" and also a nice big tutorial. In other words, rtfm.

i recommend use very interesting programm EMS MySQL Manager
http://ems-hitech.com/mymanager/
but first to you need start service if you use Win98 to you need find dir c:\Programm files\mysql\bin and run winmysqladmin.exe
if you use Win2000/NT/XP all what to you need or reboot or start service, open service manager and run..... in WinXP start automaticly.....
by the way via EMS MySQL Manager you may manage and users.....
P.S. by default password of root just <space> button :!:
